Students with a documented Visual Impairment (VI) should be immediately scheduled for an Intervention Assistance Team (IAT) meeting.Evaluation for possible special education services should not be delayed by a Response to Intervention (RTI) process.


  1. A referral is made by the campus via the AI/VI Referral Request with a copy of the state eye report. If an eye report is not available, the nurse consultant for the school is contacted. Once the report has been obtained, the manager of the program is contacted and VI certified itinerant teacher is assigned.
  2. The eye report is reviewed for the need for observation and/or VI eligibility testing by the VI certified itinerant teacher. If the state eye report and/or observation DOES NOT indicate a serious vision loss after correction and student is not receiving special education services, campus evaluation specialist is to complete FIE if desired by the campus.
  3. If the state eye report and observation DOES indicate a serious vision loss after correction, a referral meeting is held with parents and IAT/CRC (Intervention Assistance Team/Campus Referral Committee) chairperson. Consents are obtained and referral made in Chancery. VI teacher and VI evaluation specialist are contacted once consent is obtained.
  4. VI teacher and O&M specialists completes VI eligibility testing which includes a functional vision evaluation/learning media assessment(FVE/LMA) along with orientation and mobility (O&M) assessment and VI evaluation specialist completes an FIE if the student is not already receiving special education services.
  5. The campus special education chairperson is notified when the evaluation is completed and ARD/IEP meeting is scheduled for the VI evaluation specialist and VI teacher to review assessment and establish eligibility and services.
